He was born in 1974 in Shaki district.

He was a participant in the First Karabakh War. During the years 1992-1994, he participated in the battles for the territorial integrity of Azerbaijan.

He was a member of the Musavat Party in 2000-2023. During the years 2014-2017, he was elected as a member of the Divan (Executive Board) of the party and held the position of Deputy Chairman.

He has a higher education. He studied international relations at the Higher College of Diplomacy (Baku Eurasian University).

He is the author of the book "New Authoritarianism and Azerbaijan". He is an expert on international issues.

He is married and has one child.
